5. Legal Basis for Use of Storage Technologies
5.1 European Union and EEA Visitors
For visitors within the European Union and European Economic Area, the storage of information on terminal equipment, or the gaining of access to information already stored, is governed by Article 5(3) of the ePrivacy Directive (2002/58/EC as amended by 2009/136/EC), and in Germany specifically by §25 of the Telekommunikation-Digitale-Dienste-Datenschutz-Gesetz (“TDDDG”), which came into force on 13 May 2024, replacing the corresponding provisions of the TTDSG.
§25(2) No. 2 TDDDG provides that consent is not required where the storage of information or access to already stored information is strictly necessary for the provider of a telemedia service to provide a telemedia service explicitly requested by the user. The hpm_cookie_consent localStorage item falls within this exemption: it is required to ensure that we honour your stated preference regarding the cookie banner, which is a function explicitly requested by the user's interaction with that interface.
5.2 United Kingdom Visitors
The UK Privacy and Electronic Communications Regulations 2003 (PECR) implement equivalent rules. The hpm_cookie_consent item falls within the “strictly necessary” exemption under Regulation 6(4) PECR.
5.3 United States Visitors
No federal law in the United States currently requires consent for technically necessary browser storage. California's CCPA/CPRA does not classify first-party, non-tracking localStorage items as “personal information” where they do not contain personal identifiers. We maintain the same minimal approach regardless of jurisdiction.
6. How to Delete localStorage Data
You can delete the hpm_cookie_consent item and any other locally stored data from harbingerpost.com at any time using your browser's built-in tools. Instructions for major browsers:

7. Third-Party Storage
Harbinger Post does not embed third-party scripts, widgets, or services that would set cookies or access localStorage on our behalf. Our content delivery is handled exclusively by Vercel Inc., whose CDN nodes do not set cookies on our domain.
