The Italian government and the European Commission have agreed on a package of measures set out in decree-law 21/2026, known as the Dl Bollette, designed to limit the impact of rising gas prices on electricity costs for households and businesses. The agreement, reached jointly by both sides, is fully consistent with the Middle East State Aid Framework (Metsaf) and applicable sectoral rules.

The deal follows what both sides described as intensive and constructive exchanges between Commission services and Italian authorities. Their shared objective was to cushion the effect of rising energy costs while preserving a level playing field in the internal market and keeping market distortions to a minimum.

On the basis of this agreement, Italy will formally notify the temporary measures to the Commission under EU state aid rules, and the Commission has committed to assessing them as a priority.
